There is no need for a total APIM flash...maybe that was posted to get past step 1 i did with forscan.
3) is tricky, i finally nailed it. What i posted earlier today (just updated zip with more accurate information) is very close to working download for your vehicle, just use your VIN/ESN/part numbers. Hint!
Get the xml (format is SYNC_ESN_VIN.XML) from the normal usb update from your vehicle, it has needed information (you can get this from ford/sync website and run it on USB stick) Hint!
Get the license/software pack while you can, f0rd can shut this down anytime i imagine.

No that is simply not the case. I have tried on now about 30 APIMS. I can not say what all is need but I do know the currentImagePartNumber and currentStrategyPartNumber need to match what the lic file is set to. Simply changing one of these cause a different Lic. file to be downloaded. I also looked at the file with a hex editor and did a hex compare and they match. So whatever they are doing is in the partition or outside the data its self. I think someone suggested driver signing? What you said is correct but the other data is also in the APIM. Currently we are trying to inject an APIM with known data. I'm pretty sure the VIN and Serial are part of the equation but if that is not the case then this is going to be an easy job. Getting the APIM inject is quite tricky and involved but I have to have it all done with one OBD2 tool in the end.

I have yet to mess with the vehicle platform.
Also we have one APIM here that got stuck in program mode. I'm just guessing here but from what I know when you use IDS the ICP tells the APIM "open for writing" then closes it. Like I said this one never closed and when connecting to the computer it does show up as a device. My though is its just a bootloader. I have a a HID bootloader tool for writing ,if I can just read it, we may be able to change things.
