True, the presence or absence of auxiliary TEF decoder would explain a lot. There is also a chance that the TEF decoder is installed but DSP or system is not fetching data block through I2C Bus. This can be verified with simple test on navi vs. non navi equipment. Grounding PIN13 or PIN14 of the TEF chip would block TMC in navi equipment safely. The data block can be also read through I2C Bus by external Master. Having access to physical equipment we could identify, which element is controlling the TMC. Is it: (1) decoder, (2) Master (DSP?) fetching data block through IIC Bus or another piece of hardware. Then we can better understand the piece of software, which is responsible for the function.
